Inclusive Education

Children with Disabilities are like butterflies with a broken wing. They are just as beautiful as all the rest, but need a little help spreading their wings

Inclusive education “is a process of strengthening the capacity of the education system to reach out to all learners. For a school to be inclusive, the attitudes of everyone in the school, including administrators, teachers, and other students, are positive towards students with disabilities. SSA is a flagship programme for universalization of Elementary Education and there is a special component under SSA which covers CWSN. The interventions under SSA for inclusive education are identification, functional and formal assessment, appropriate educational placement, preparation of Individualized Educational Plan, provision of aids and appliances, teacher training, resource support, removal of architectural barriers, research, monitoring and evaluation and a special focus on girls with special needs. SSA ensures that every child with special needs, irrespective of the kind, category and degree of disability, is provided meaningful and quality education. Hence, SSA has adopted a zero rejection policy. This means that no child having special needs should be deprived of the right to education and taught in an environment, which is best, suited to his/her learning needs. With the mandate of providing education to every child with special needs (CWSN), irrespective of the kind, category and degree of disability, in an appropriate environment, Inclusive Education for Disabled (IED) in state was started in 1999-2000. In Himachal Pradesh CWSN are being integrated in formal schools, and those who cannot be integrated in formal schools are being covered through Home Based Programme involving NGOs.
