Samagra Shiksha is a Centrally sponsored programme of GOI. Under Samagra Shiksha, OoSC of the age group of 6-14 years who have never been enrolled in any school or who are dropouts from any of the elementary classes are identified through the survey. The survey is conducted with the help of Head Teachers, CRCC/CHT, BRCC, NRST Instructors, NGOs, Panchayati Raj Institution Members and SMCs of the schools. Children of the age group of 6-14 years are being imparted special training through NRST Centres as per the provision of the RTE Act, 2009. After providing them age and class appropriate training in the NRST Centres, these children are mainstreamed in the formal schools.
Every year survey is carried out at the field level and out of school children are identified. After that the child is enrolled in age appropriate class, he/she is assessed for competence and accordingly he/she is imparted education through “Special Training Martial” in order to bridge his/her learning gap. Central Head Teacher of the school is entrusted to provide special training with the help of regular teacher or special training instructor as the case may be.
Data of Out of School Children keeps on fluctuating as these are frequent migrations in industrial areas and tourist places. SS and Directorate of Elementary Education are doing their best to take care of every child who is out of the fold of education. We have almost addressed the access and number of out of school children is less than .5% of the population and most of the children identified are of migratory communities. The number of out of school children had not been more than 3000 and most of these children were of floating population.
After identification of the OoSC their competence in terms of reading and writing skills is tested through oral queries or written test etc. The said test (Baseline Assessment) is taken by the NRST instructor in the presence of CHT or schools Head teacher. CHT/Head teacher ensures that learning levels/standards are appropriate.
‘Baseline Assessment’ is followed by Mid Term Assessment of the child, which is conducted after frequent class room assessments as per CCE and thereafter the End Term Assessment. It is conducted whenever the instructor deems it appropriate. End Term Assessment is shared with SMC, CHT and parents.
Every child is grouped in age appropriate class and the prescribed special training material /syllabi is imparted. In accordance with the learner’s need every skill i.e. listening, speaking, reading and writing is taken care of while transacting in the classroom. In this regard necessary instruction and guidelines have been issued to the field functionaries at the delivery point.
After Baseline Assessment, Mid Term and End Term Assessments are conducted; these assessments are conducted along with the frequent evaluations being done by the NRST instructor. Evaluation record at every stage is maintained by NRST instructor. The record is also shared with SMC and other stakeholders. The cumulative record along with End Term Assessment helps in providing certificate of achievement level of the learner. Sometimes the learner gets migrated to other place in a short span of time. In that case Evaluation by NRST Instructor and CHT is conducted and according to the levels the certificates are provided by the CHT/CRCC.
Every learner is taught and evaluated systematically (level wise) unless the learner reaches his/her age appropriate class. After attaining age appropriate competence the learner is mainstreamed in the age appropriate class. At times to impart age appropriate and class appropriate education to OoSC becomes challenging as the children show different learning levels in different subjects. In that case emphasis is given on the subject in which the learner is weak and is not catching up.
Even after mainstreaming, special care is taken in order to integrate the learner with his/her peer group. The Head Teacher and Class Teacher ensure that the learner catches up with the fellow classmates comfortably. NRST instructor also visit such children periodically in order to integrate them.
