Not all states can be covered in this fashion; the emphasis has been on a collection of states that are typical of Indian diversity; they include some 'Learning States'—that still need to move up the educational reform agenda (Madhya Pradesh, Maharashtra, and Odisha) and some 'Lighthouse States'—that have substantively moved the reform process with verifiable outcomes (Himachal Pradesh, Kerala and Rajasthan).

The Government of Himachal Pradesh (GoHP) has identified a number of difficulties to improving the learning outcomes of students across the state. In order to overcome these gaps, the Project Management Unit (PMU) has been hired - IPE Global Limited to support the goals of the project STARS.
